Issue #37139: Message that appears when the player becomes a stage 4 vampire gives false information

 
The Message that appears when the player becomes a stage 4 vampire gives false information. It says the player is now "hated and feared". But with the Dawnguard DLC (which is always installed on SE) this is no longer true. The player does not get attacked and NPCs do not run away. The player also does not get any abilities that have something to do with hate or fear.
