Issue #37188: Drothmeri Veteran cannot cast some of their spells

 
" Drothmeri Veterans have something of a mismatch between their skills and spells. As a result of their Marauder Boss class, they do not have either Restoration or Conjuration as major skill. Due to this and the NPC skill leveling mechanism, they are only be able to cast novice spells, even at higher levels. Since the leveled list of Restoration and Summon spells are at least Apprentice-level, Veterans can never cast these. Instead, they will only be able to cast Novice-level Bound Armor and Bound Dagger spells from the Conjuration leveled spells list. They can also only cast Destruction spells up to Expert level."
