" The Great Gate Sigil Keeper has something of a mismatch between its skills and spells. Due to its Dremora class it does not have Conjuration as a major skill. Due to this and the NPC skill leveling mechanism, it is only able to cast Novice-level spells, even at higher levels. Since all spells in the Summon leveled list are at least Apprentice-level, it can never cast any."
