Issue #37206: Gaspar Stegine cannot cast some spells

 
" As a result of his Sorcerer class, Gaspar does not have Illusion as a major skill and instead has a mere 31 Illusion skill level. Combined with his total available magicka, this means he is unable to cast his Master-level Illusion spells."
