Issue #37209: Ocato minor spell issues

" As Ocato's Restoration skill is 29, his LL0RestoreHealthMajorLvl100 and LL0RestoreHealthMinorLvl100 spell lists will both always return the Apprentice-level Heal Major Wounds spell. This means Ocato will only know how to cast 8 unique spells despite possessing 9 leveled spell lists."
