Issue #37243: USSEP 4.3.5 introduces indoor lighting flickering in Obscure's College of Winterhold

 
Starting with USSEP 4.3.5, indoor lighting flickering occurs in Obscure's College of Winterhold (OCW). Lights appear to switch on and off as the player moves or rotates the camera.

The issue is not present with USSEP 4.3.4a and persists through USSEP 4.3.9c.

Test configuration
- Skyrim Anniversary Edition
- Unofficial Skyrim Special Edition Patch (USSEP)
- Obscure's College of Winterhold (same version in all tests)
- Alternate Start – Live Another Life

No additional lighting overhauls or ENB were installed.

Possible cause
USSEP 4.3.5 introduced changes to 220 light source records, adding the Portal-Strict flag under issue #35176. This change may be responsible for the regression, although the specific affected records have not yet been identified.
