Issue #37266: Arrow enchant value and possible reason to keep the edits

A question to the masters, why are all enchanted arrows ANAM - Enchantment Points set to 0? I just saw that now in xEdit
I sat down yesterday to give all arrow enchantments to all arrows, as in a mighty but progressive hedge wizard wants to help his brothers in the camp; and of course they only have iron and steel arrows. And as I was editing I was wondering why each arrow had that ANAM record and it wasn't set to the same as the enchantment itself. So I closed and continued with UOP and that record was deleted on all of them.

I saw these on the nexus. While these edits could be removed to reduce the conflict footprint, I believe these changes were done because
Magic arrows do not require a charge to function; however, all magic arrows had erroneous charges that were influencing their gold value and causing it to be essentially arbitrary. Removed the charge value from such arrows.
(According to the UOP changelog)

I think either way is fine.
