Issue #37308: Out of scope edits to Scruffy Shoes item(s)

I loosely followed the Bugtracker for the Unofficial Oblivion Patch and noticed that the team is removing or tweaking some changes that are not up to the standard of the current Unofficial Patch Team. I believe I noticed a change made by the Unofficial Shivering Isles Patch made long ago that is not a bugfix, though I see why it was made way back. The shivering isles adds the item Scruffy Shoes which comes in two variants (00073924 and 0008257D). The Unofficial Shivering Isles Patch (v1.3.0 (2008-July-3)) made the following change
Fixed both versions of female Scruffy Shoes looking like ankle bracelets (both worn and ground)
Women now use the male variant instead. I believe the change was probably made either for consistency reasons between the genders or because of the name, since ankle bracelets are not shoes. But there are multiple instances of female and male clothing being vastly different in TES games or names not fitting. One example in Oblivion would be Shegorath's Regalia, which changes into a dress when worn by females. Examples from Skyrim would be the Tavern Clothes, which turn into green merchant clothes if worn by a man or the wedding dress, which turns into a variant of fine clothes if worn by men (while still being called a dress). So while the name does not make much sense, the exclusive female design of the item is intentional. Maybe the fix can be tweaked or maybe it should just be removed.
