Issue #4076: [Dawnguard] Vampire Scouts sneaking around Castle Dawnguard give bounty if you hit first

If you attack first against the Vampire Scouts you frequently spot on the way out of Castle Dawnguard's exterior locale (forget what it's called), you will get a notification of an assault bounty in Whiterun.

Curiously, it's because the vamp (NPC_ form "DLC1RadiantScoutVampire";) indeed has CrimeFactionWhiterun in its faction list.

Fixed for UDGP 1.2.2.

DLC1RadiantScoutHunter and DLC1RadiantScoutVampire were flagged as being in CrimeFactionWhiterun.
