Issue #5664: [DG] Deceiving the Herd will not acknowledge your chosen victim when you kill them.

 
After being sent on the quest "Deceiving the Herd" (sent to Riften) it became apparent that no matter who I killed for this quest, regardless of the time of day, and despite it being in the public plaza, the quest does not advance.

Or, it appears to be extremely erratic since it DID advance once but the guards killed me long before I could get close to plant the note or even think about trying to leave the city. I have been unable to get this to trigger again though.

Tried with and without Open Cities installed, it made no difference. There's also a similar report on the official forums from another user who got this in Solitude and also could not advance it, and they are not using Open Cities either.

The quest is apparently dependent on a very unreliable story event trigger that is close to impossible to satisfy.

Little something more on this. For whatever reason it seems you actually need to leave the city after the kill before the quest will update. That seems.... stupid.

Obviously the kill event registered, but it isn't updating until that happens.

It's also not an Open Cities conflict. The same behavior exists with that out of the way. Exiting the city through the city gate causes it to update the objective and tell you to put the letter on the body. Which of course is back inside the city.

It's a pretty dumb ass quest all around considering you *WILL* get mobbed by guards.

I did some testing with this quest this week and *every* time I killed anybody in the city streets the quest objective immediately updated to plant the letter. The kill is not registerd though if you made it inside a building. I didn't try leaving the city after that though, I just killed some random NPC of the street. I tested this quest in Markarth.

It never updates the objective until I cause a worldspace transition, or fast travel sufficiently far away from the city. Regardless of what mods are loaded.

So I guess you can count me among those who have a rare bug with no explanation for why it happens.

It's not the first time an event driven quest has done this to me either. I can't remember what the others were but I've had other ones that were supposed to kick in immediately that ended up requiring some sort of area transition before the event system realized they needed to update.

Aside from DG, high res DLC, USKP, UHRP and UDGP, my only other mod is No kill moves. All other mods this save have ever even seen are pure texture replacers (I uninstalled those after high res DLC update).


Edit: almost forgot SkyUI (and SKSE).

:shrug: Dunno what else to tell you. Not only did it do it to my live save in two different cities, but it did the same thing in my UDGP testbed after spending considerable time getting a fresh char to the same point.

No mods on that install outside of the USKP, UDGP, UHRP, and SkyUI.

The quest probably won't acknowledge a kill if DLC1RV03KillActorMonitorScript isn't running (it always logs the kill into papyrus with several lines before updating the objective). What fails to call it (or update it), that I leave to you :P

Going to go ahead and close this since it's been 5 years and hasn't come up again, even in my own subsequent games.
