Issue #8008: Frost- and magic resistance reduces blizzard-spell damage (if you have 100 % ===> 0 damage)
In the summary I explained the most important. The issue is that if your magic- or frost resistance increases, the spell damage decreases. Blizzard is the frost-destruction-master-spell.
I tried to fix this spell myself, without success. The spell is very complicated, not like the other master-spells. It's cast on yourself, therefore the spell works if you set the delivery to aimed, but the spell should not work like this and the projectile sometimes launches through objects. So there must be a way to fix this while keeping the delivery self. Sry for my English, not my native language And thank you for your great work! |

The issue as described isn't a bug. Resistance of 100% is considered total immunity, so it shouldn't be causing damage if you've got 100% immunity.
Keep in mind too that total immunity isn't possible without mods so there's nothing to be fixed here anyway. (The game caps resistance at 85% without mods)

I believe what the reporter is saying is that the caster's resistance is affecting the spell's damage, which would be a bug, no? The target's resistance should decrease the damage they receive, but the caster's resistance should not reduce the damage of a spell that they cast.
I haven't used Blizzard myself, or looked at the spell in the editor (yet), but it should be similar to Fire Storm, which is also cast on self.
